Background

This 5-acre site was historically used for businesses engaged in the reformulation, repackaging, and resale of bulk chemicals. Site soils were impacted with elevated levels of arsenic, lead, cadmium, total petroleum hydrocarbons, benzo(a)pyrene, polychlorinated biphenyls (PCBs), and dioxins. In 2007, an inspection revealed unlabeled containers, high-pressure cylinders, and open containers that were stored in a manner inconsistent with regulatory standards. As a result, DTSC issued an Imminent and Substantial Endangerment Determination and Order in an effort to compel the property owner to characterize and remediate the site.

Project Scope

Genesis was retained by a perspective purchaser who wanted to redevelop the site into Prep School associated with a religion institution.

Tasked with removing over $300,000 in State regulatory response liens, characterizing and remediating the Site, the Genesis team successfully removed the lien, negotiated State regulatory covenants not to sue or assert claims for environmental remediation against our clients as prospective purchasers of environmentally an impacted property.

Subsequent to years of site characterization activities, Genesis develop and implemented a Remedial Action Work Plan that included the removal over approximately 30,000 cubic yards of impacted soils that included over 800 cubic yards of RCRA metal and RCRA hazardous wastes.

In an effort to save the client money, Genesis excavated and segregated soils with the highest concentrations from those with lower concentrations and negotiated a deal with the City who purchased the soil for new road construction activities. This solution saved the client over $1.2 M in disposal costs.
